The Will-O-Wisp Metropolitan District (WOW) is a government organized under the laws of the State of Colorado. WOW provides both water and sanitation services, and parks and recreation programs for its constituents.
WOW was organized in 1983 under Title 32 of the Colorado Revised Statutes. Title 32 specifies the powers and obligations inherent in this form of governmental entity. Its Board of Directors is elected by the qualified registered voters within the District. As a local government, WOW follows its court approved Service Plan and complies with Federal and state laws and regulations for local governments. This includes but is not limited to compliance concerning elections, budgets, audits, public meetings, public records, accounting, contracting and employment.
For the past 26 years, WOW has operated and continues to operate a public water supply system and a wastewater treatment facility under the auspices of the Colorado Department of Health and Environment. WOW must also comply with the rulings of the water court concerning its water rights and Plan for Augmentation. The District’s revenue is derived from both service fees and ad valorem property taxes. As a recreation provider, it also receives lottery proceeds.
Our main charter is to provide quality drinking water and to process and discharge waste both of which must meet all state regulations. While we don't have a Homeowners Association, we enforce our Covents via our Architectural Control Committiee (ACC). We also provide and fund recreational activities within our District, including hiking and biking trails, a childrens playground, volley ball court, stock our fishing ponds (catch and release), ice skates to residents, horseshoe pits, etc.
WOW is an independent government that is not controlled by any other entity. The Board of Directors are elected for four year terms on a staggered basis.
We currently provide water and sewer service to 116 homes with plans to support an additional 455 single family homes and a planned commerical development.
As a District, we do not take any position regarding new developments, growth, etc. We are required by law to provide water and sewer service to any individual home owner, family, renter, or business who purchase or rent property in our District. We are not affiliated or associated with any developer or builder, nor do we profit from any building or development. However, simply by conforming to the Rules and Regulations and submitting the Fees, does not guarantee the WOW Board will issue a Tap, as there are specific limits on our water usage, Taps Available, Rules & Regulations, Covenents, Water Court Restrictions, etc.

Common Questions to the Board, Water Usage Q1. Can I water my lawn, garden, wash my car, etc? A1. No, outside water usage is Not Allowed as per our Covenants and Water Court (95% of all water used MUST be returned back through the treatment plant). This water will not get returned back through our system. Q2. Am I allowed to collect rain water and use it? A2. No, this is a Colorado Law, not a WOW issue. Colorado water law decrees rights to a share of almost every drop of river water. Rainfall is part of that equation. If it is captured and used, the law requires the same volume must be put back in the river for downstream users. The Colorado legislature would have to rewrite the laws, carve out exceptions for collected rainwater or create credits that compensate those with purchased water rights. As a Metro District, we can't allow or endorse the collection of rain water. Q3. Can I purchase water from another source, i.e. Bailey Water, The Water Man, etc. store it and use that water to water my garden, wash my car, etc. A3. Yes, however we have some very specific procedures that must be conformed to. 1. Any storage tank Must be Approved by the ACC to conform to WOW’s Covenants. An application must be submitted and approved, that specifies the size, type and location of the storage tank, along with the planned usage, quantity, frequency of use, purchase, etc. This may include required screening of the tank, or building a structure to keep it out of the view of your neighbors. 2. Upon approval, the District will issue a Special Use Water Permit, that Must be displayed so it is visible from the outside. 3. You Must also maintain detailed receipts of each water purchase including date and quantity, which will be reviewed and verified by the WOW District to ensure that only purchased water is being used outside. Any violations or abuse of our water will result in additional fees assessed to the homeowner. Remember Colorado is a semi-arid state, and our water is a precious resource that must be conserved. |

On August 19, 2006, the Will-O-Wisp Metropolitan District SubDistrict (The Subdistrict) was formed by a resolution of the Board of Directors of the Will-O-Wisp Metropolitan District creating subdistrict (Resolution No. 8/06-1). The legal description of the subdistrict was corrected by resolution of the Board of Directors of the Will-O-Wisp Metropolitan District (Resolution No. 10/06-2) in order to exclude tracts 1-4, inclusive, from the subdistrict as those tracts were not properly included in the subdistrict.
The legal description of the subdistrict is as follows:
All property located in Tanglewood Preserve final plat, a tract of land in sections 1, 2, 11, 12, 13, township 7 south, range 72, west of the 6th principle meridian, county of Park, state of Colorado, except tracts 1-4 inclusive.

These weeds are taking over many parts of Park County, and while some of them look like flowers, they are very destructive, displacing natural plants, driving away wildlife, increasing soil erosion, etc. Please review the information and if you have any of these in your yard, we would appreciate if you remove them.
